Community Health Access to Addiction and Mental Healthcare Project (CHAMP) 

CHAMP is New York State’s independent health insurance ombudsman program, created to help people access mental health and substance use disorder treatment. It offers free, confidential assistance, education, and advocacy to individuals, families, and providers. With CHAMP, New Yorkers have a trusted partner to guide them through the challenges of the insurance system and ensure access to the care they need. Center for Elder Law & Justice operates this program across all eight counties of Western New York.

Program Eligibility

  • No age restrictions

  • No income restrictions or resource limits

  • Resident of Alleghany, Cattaraugus, Chautauqua, Erie, Genesee, Orleans, Niagara or Wyoming county

Program Highlights and Outcomes

  • Educate on insurance rights: Helps individuals understand that most insurance plans are required to cover mental health and addiction treatment on the same terms as physical health care.

  • Support with denials and appeals: Provides guidance and advocacy when treatment or medication is denied, including assistance with filing appeals or complaints.

  • Reduce barriers to care: Addresses challenges such as limited provider networks, long wait times, and restrictions on counseling or treatment.

  • Connect to coverage and resources: Assists those without insurance in exploring coverage options and links individuals to local resources that may help.

  • Advocate directly for clients: Works with insurance companies and providers to ensure people receive the care they need and deserve.
