Salary Range: Starting at $70,000, based on experience
Center for Elder Law & Justice (CELJ) is looking to fill a full-time Supervising Social Worker & VOCA Program Director at our Dunkirk location. CELJ seeks a mission-driven Program Director to lead our Elder Advocacy Program (EAP), which supports victims of elder abuse, disabled adults, and child abuse (via kinship caregiver support) in Chautauqua, Cattaraugus, and Allegany Counties. This role will focus on managing intake, building community partnerships, ensuring coordinated care for victims, and overseeing data collection and reporting to funders. The Program Director will supervise one full-time social worker and collaborate closely with attorneys and other team members and reports to the Managing Attorney.

Center for Elder Law & Justice (CELJ) is a civil legal services organization fighting for justice, primarily for low-income older adults, in 10 counties in Western New York. Our attorneys stop illegal evictions, save clients homes from foreclosure, put a stop to elder domestic violence, fight for public benefits, work with our local immigrant & refugee populations, and represent grandparents and other kinship care relatives in custody and neglect petitions in family court. We also advocate for systems-wide policy changes, commenting frequently on changes to regulations and working with local elected leaders on legislation that will impact the poor and vulnerable older adults in our area. We believe that independence and dignity are the hallmarks of justice.
Essential Functions:
Manage day-to-day operations of the EAP across three rural counties, ensuring timely, trauma-informed support for victims of crime.
Supervise one full-time social worker; facilitate effective interdisciplinary teamwork with legal staff to ensure integrated service delivery.
Oversee intake process for new clients; track referral sources and ensure early engagement from medical providers, social service agencies, and community partners.
Develop and maintain partnerships with hospitals (e.g., UPMC Chautauqua, Olean General, Cuba Memorial), APS, law enforcement, Offices for the Aging, and victim service providers to increase awareness and referrals.
Collect and analyze program data to ensure compliance with VOCA grant reporting requirements, including client demographics, services rendered, referral trends, and outcomes.
Prepare and submit timely performance reports in collaboration with CELJ’s grants and administrative teams.
Use referral and outcome data to identify service gaps, monitor program goals, and inform outreach and training strategies.

Education & Experience
Master’s degree in Social Work, Public Administration, Nonprofit Management, or a related field preferred.
At least 3–5 years of experience in program management, victim services, or a related field.
Experience supervising staff and working within a multidisciplinary team.
Familiarity with grant-funded programming and data tracking/reporting requirements.
Strong communication, leadership, and organizational skills.
Experience working with older adults, disabled populations, or rural communities preferred.
Ability to travel within the tri-county service area as needed.
